 Minutes of the Annual Meeting of the Parish Council Held on Tuesday 10th May 2016
Following the Annual Parish Meeting At 7.45 Pm at Titley Village Hall

Present: Cllrs R Edwards (Chairman), R Sankey, H Jones, C Janson, J Mitchell, R. Bennett

In Attendance: Parish Clerk Rachael Jones

1. Election of Chairperson
Cllr Edwards was nominated by Cllr Bennett, seconded by Cllr Sankey.
Cllr Edwards accepted the role and it was unanimously agreed.

2. Election Of Vice Chairman
Cllr Bennett was nominated by Cllr Sankey, seconded by Cllr Janson.
Cllr Bennett accepted the role and it was unanimously agreed.

3. Apologies of absence

4 Declaration of interest
None declared

5. Approval Of Minutes from the meeting held on Tuesday 1st March 2016
The minutes were approved and signed with the following amendment:
5.2 – contamination of River Hindwell Nash
Pollution from the quarry at Dolyhir would contaminate the River Arrow, not the River Hindwell.

6 Public Session

6.1 Ward Cllr Phillips report had been presented at the Annual Parish Meeting.
6.2 Receive reports from Parish Councillors
There were no reports
6.3 Receive views of local residents
Ward Cllr Phillips had received an email from a parishioner regarding an unsafe
road gate at Broadford, (Bridleway – Weobley and Broadford Cottage, Stansbach).
Parishioner enquiring if the gate could be made safe or replaced.
Clerk to forward email to Cllr N Davies, Footpath Officer

7. Planning Matters
The following planning matters were discussed and noted:

7.1 To Note: 160421 – Land at Folly Farm, Nash, Presteigne – Proposed prior
approval for a proposed change of use of an agricultural buildings to a dwelling
house (Class C3) and for associated operational development – conversion and
alteration to two agricultural buildings to create one residential building.
This application is for prior approval determination for a change of use and as
such the new legislation does not require you to respond to the communication –
OUTCOME: PRIOR APPROVAL NOT REQUIRED.
7.2 To Note: 160369 – The Old Forge, Stansbatch – Proposed conversion of Old
Forge to annexe and link extension – Approved
7.3 160581 – Land at Balance Farm, Eywood Lane, Titley – Proposed site for the
erection of five no 4 bedroom dwellings – As agreed the Clerk had made a
comment to Herefordshire Council Planning, stating that the Parish
Council did not support the application, as it did not address the parish or
the wider Kington housing needs. The minutes of the extraordinary parish
meeting held on 15/9/15 were also attached.
7.4 Neighbourhood Plan For Titley & District Group Parish Council
It was agreed that Titley & District Group Parish Council will undertake their own
neighbourhood plan.
Clerk to inform Samantha Banks and request relevant forms.

8. Finance

8.1 Clerks Financial Statement
The balance of the current account stands at £12,019.21 as at 30th April 2016
The Clerk passed around an expenditure and budget sheet to the Councillors which was approved.
8.2 Clerks salary as agreed by the Parish Council paid for February, March, April
2016 chq no: 100847
8.3 The Councillors reviewed the Clerks salary and thanked her for her work. They
agreed to increase the Clerks salary to SCP 20.
8.4 Sign Annual Return For Year Ending 31st March 2016
i)The annual governance statement for the year ending 31st March 2016 was
approved and signed by the Chairman and Clerk.
ii)The accounting statements for the year ending 31st March 2016 was approved
and signed by the Chairman and Financial Officer.
8.5 Parish Council Insurance 2016/17
It was discussed and agreed to take out the Parish Council Insurance which
expires 31st May 2016, through Came & Company on a 3 year binding
agreement with Ecclesiastical, giving a premium of £276.49 per annum.
Chq no 100849 for £276.49 was signed.
8.6 The following payments excluding Vat were Agreed and income Noted:

• PAYE for January 2016 – March 2016 – £118.80 chq no: 100846. Paid under Clerk’s delegated powers
• Income from Herefordshire Council – precept part payment £3,000

8.7 Titley Village Hall – Request For Financial Management Of Their
Extension
Titley Village Hall have been granted permission for an extension. The village
hall committee had asked if the Parish Council could claim VAT back on the
extension. Enquiries had been made by the Parish Council regarding the VAT.
It was discussed and agreed that the Parish Council cannot reclaim the VAT.
Cllr Sankey to inform the village hall committee.

9. Lengthsman
9.1 – the following invoices were AGREED and NOTED:

• Lengthsman invoice T15:11 (February invoice) £372 chq no: 100844 (2/3/16) Paid under Clerk’s delegated powers
• Lengthsman invoice T15:12 (March invoice) £360 chq no: 100845 (25/4/16)
Paid under Clerk’s delegated powers
• Lengthsman invoice T16:01 (April invoice) £432 – chq no: 100842
• Income from Herefordshire Council – reclaim for Lengthsman costs of fourth quarter – (Jan-Mar 2016) income received £1096

9.2 Matters Arising From Lengthsman Report
Clerk informed the Councillors that all further action required by Herefordshire
Council on the lengthsman report sheets, had been forwarded to
Herefordshire Council.
9.3 To Approve And Sign BBLP Maintenance Plan For 2016/17
The Balfour Beatty Annual Maintenance Plan contract was approved and
signed.

10 Highways

10.1 It had been reported that there was water running down the road C1027
between Parkgate Farm and Titley Junction. The colour of the water had
been noted. This part of the road is in Lyonshall Parish.
Clerk to contact Lyonshall Parish Council

11. Parish Reports and Issues

11.1 Cllr Bennett informed the meeting that the landowner agreed that the
thorn bush can be removed from his hedge, as it is growing over the
telephone box in Staunton on Arrow. Cllr Bennett to arrange removal
11.2 Website Wonder Grant Application
It was noted that the grant amounting to £1,376.28 had been received. It was
discussed and approved that :

• Cllr Edwards would purchase a laptop and printer on behalf of Titley & District Group Parish Council and be reimbursed by the Parish Council on the production of receipts.
• Clerk to contact Mark Millmore to start setting up a parish council website.

11.3 Unauthorised Caravan Sited on Land Near Titley Pool, Eywood (update)
Clerk informed the Councillors she had tried by email and telephone to
contact the Enforcement Officer, regarding the removal of the rubbish, to date no reply received.

12. Correspondence
12.1 The correspondence from the information sheet was noted.
