The minutes were approved and signed.
4. Public Session
4.1 Ward Cllr Phillips discussed his September update and the following points noted:
â€¢ Highway works are being carried out in September on the Stansbatch road (91607) and the B4355 between Titley and Presteigne
â€¢ The Director of Resources has left Herefordshire Council
â€¢ Herefordshire Council have issued the following three current consultations:
â€¢ i) Future budget cuts
â€¢ ii) Bus services (www.herefordshire.gov.uk/busreview2016)
â€¢ iii) A consultation on traveller sites, which includes a proposal to expand the Pembridge site with four additional places (www.herefordshire.gov.uk/traveller-sites-consultation)
â€¢ The details of the consultations can be found on the Herefordshire Council website.
â€¢ A meeting with Ward Cllr Phillips, Cllr Mitchell, Balfour Beatty and a few residents took place at the War Memorial, School Lane, Titley recently, due to heavy rain and a large deluge of soil being washed down School Lane. This has happened on two occasions. The soil has been washed off unstable ground after being ploughed. The landowner and Environment Agency have been informed. Highways have dug out the ditch in School Lane and cleaned the channels out.
â€¢ Planning â€“ Land at Balance Farm, Titley for the erection of 5 x four bedroom houses – Ward Cllr Phillips informed the Councillors that he had spoken with Planning Officers, highways and the applicant, regarding financial support from the applicant for infrastructure for Titley. i.e. to reduce the speed limit in Titley from 40 mph to 30 mph would cost approximately Â£12,000. Unfortunately there was no support for financial support from Planning, highways or the applicant.
Ward Cllr Phillips asked for the support of the Parish Council by writing to the Director of Place, Mr Geoff Hughes, to express their concern and disappointment for the lack of financial support for infrastructure.
The Councillors agreed that a letter should be sent from the Parish Council to the Director of Place, Mr Geoff Hughes and Mr Mark Tansley, Planning Development Manager.

4.3 Receive views of local residents
There were 4 local residents present and the following points were noted:
â€¢ The local residents were concerned regarding the recent planning application granted at Balance Farm, Titley for 5 x four bedroom houses. They raised the following points:
â€¢ Only part of the site had been used for this planning application for 5 x four bedroom houses and there was concern that a further application may be put forward for more housing in the future.
â€¢ Concerns had been put forward to the Highways Department, regarding the road junction where Eywood Lane joins the B4355, it is on a bend and oncoming traffic cannot be seen. The local residents felt that Highways had ignored this point.
â€¢ No mixture of houses (2 or 3 bedroom houses) in the development had been suggested by the Planning Department.
â€¢ As previously agreed in Ward Cllr Phillips session, a letter would be sent from the Parish Council to the Director of Place, Mr Geoff Hughes and Mr Mark Tansley, Planning Development Manager, regarding the disappointment and concern for the lack of financial support for infrastructure
â€¢ The Neighbourhood Development Plan was discussed with local residents and following points noted:
â€¢ Concerns were raised about where further development in Titley could be.
â€¢ All the development at present seems to be in one area of Titley
â€¢ The Chairman informed the local residents that a steering group for the Neighbourhood Development Plan for both Titley and Staunton On Arrow had to set up. The steering group would need to represent a broad section of the community.
â€¢ It was agreed that a meeting with the designated Support Officer from Herefordshire Council, Samantha Banks, would be set up for the Councillors and the local residents, to explain the process of the Neighbourhood Development Plan.
5. Planning Matters
5.1 The following planning matters were discussed and noted:
â€¢ 160581 â€“ Land at Balance Farm, Titley â€“ proposed site for the erection of 5 no
4 bedroom dwellings – Approved
â€¢ 161719 â€“ Burcher House, Titley, Kington â€“ proposed single storey extension â€“
â€¢Â 161883 – Old Court, Staunton On Arrow â€“ erection of timber fence and planting of a hedge â€“ Approved
â€¢ 161884 â€“ Old Court, Staunton On Arrow â€“ proposed sugar beet storage clamp â€“ Approved
5.2 Neighbourhood Plan For Titley & District Group Parish Council
i) Titley & District Group Parish Council unanimously agreed to the signing of The
Service Level Agreement between Herefordshire Councilâ€™s Neighbourhood
Development Planning Team and Titley & District Group Parish Council.
The Service Level Agreement was signed by the Chairman.
ii)Â A discussion took place regarding the Neighbourhood Development Plan and
the setting up of a steering group. It was agreed that the steering groups for both
Titley & Staunton On Arrow should represent a broad section of the community.
It was agreed for a meeting in October with the designated Support Officer
Samantha Banks, to explain the process of the Neighbourhood Development
Plan and to invite local residents from both Titley & Staunton On Arrow.
Clerk to arrange meeting and inform Councillors.
6.1 Clerks Financial Statement
The Clerk informed the Councillors that the balance of the current account as at
31/8/16 was Â£ 8,450.37.
The Clerk passed around an expenditure and budget sheet to the Councillors which was approved.
6.2 The following payments (excluding VAT) were AGREED and income NOTED:
â€¢ Clerks salary as agreed by the Parish Council â€“ salary paid for July and August chq no: 100860
â€¢ P G Watts (lengthsman) T16:05 – Â£500 â€“ chq no: 100861
â€¢ To Note: no work in the parish was carried out during July by the lengthsman.
â€¢ Eyelid Production Ltd â€“ Website setup, design and training Â£500 â€“ chq no: 100862
â€¢ Application for Defibrillator at Titley Village Hall â€“ the Clerk informed the Councillors that an application had been made for a defibrillator and waiting for acceptance by West Midlands Ambulance Services. The cost of the defibrillator is Â£400 ex VAT. It was agreed Clerk could pay for defibrillator when application approved.
â€¢ It was agreed to add Cllrs Jeremy Mitchell and Charlie Janson as additional signatories to the Titley & District Group Parish Council HSBC bank account. Cllrs Mitchel and Janson filled out the mandate form from HSBC Bank and the Chairman signed it. Clerk to return the completed form to HSBC, Kington and Cllrs Mitchel and Janson to take in ID.
â€¢ Parish Council Precept 2017/18
It was agreed to discuss and complete the form at the next meeting.
6.3 Titley Village Hall
â€¢ To note : Proforma amounting to Â£1,100.53 for Third Parties to Tarmac Limited c/o Derbyshire Environmental Trust Qualifying contribution, paid by Clerk delegated powers â€“ chq no 100859 dated 18/7/16.
â€¢ A cheque for Â£1,100.53 had been sent as a third party contribution to Tarmac Limited. A grant of Â£11,005.32 had been awarded for an extension to Titley Village. This award was subject to a third party contribution of Â£1,100.53, this being Titley & District Group Parish Council. A discussion took place and it was agreed to contribute the Â£1,100.53 payment to Titley Village Hall extension.
â€¢ Clerk to inform Titley Village Hall Committee.
7.1 Matters Arising From The Lengthsman Report
All further action required by Herefordshire Council on the lengthsman report
sheets, had been forwarded to Herefordshire Council.
7.2 Supply Of PROW materials to Parishes
Ward Cllr Phillips informed the Councillors that Balfour Beatty had overspent last
year, therefore PROWS were not being provided to the Parish Council with
immediate effect. The Parish Council will therefore need to budget for this.
8.1 Titley War Memorial â€“ Drainage Issues
A meeting with Ward Cllr Phillips, Cllr Mitchell, Balfour Beatty and a few
residents took place at the War Memorial, School Lane, Titley recently, due to
heavy rain and a large deluge of soil being washed down School Lane. This has
happened on two occasions. The soil has been washed off unstable ground
after being ploughed. The landowner and Environment Agency have been
informed. Highways have dug out the ditch in School Lane and cleaned the
channels out. Clerk to write to landowner regarding the land.
8.2 A discussion took place regarding the grass trimming of verges and poor
visibility in places. Ward Cllr Phillips advised the Councillors to notify Lara
Edwards, Locality Steward, direct of any issues
8.3 It had been reported on several occasions, coloured water continually running
down the C1027 road. The colour of the water was a concern. This particular
part of the road is in Lyonshall Parish andÂ had been reported on several occasions to the Parish Council. It was agreed for
Cllr Edwards to contact the Chairman of Lyonshall Parish Council.
8.4 There was a concern as the SID had not been used in Titley for a number of
months. Cllr Sankey to contact Mr Adam Bowley.
9. Parish Reports and Issues
9.1 Titley & District Group Parish Website â€“ titleygroup-pc.gov.uk
The Clerk informed the Councillors the website was up and running, but requires
photographs and information on each parish. The Councillors were asked to
forward photographs and information to the Clerk. The Clerk informed the
Councillors that she is to be trained to use the website and would let
Councillors know the date.
9.2 Unauthorised caravan sited at land near Titley Pool, Eywood (update)
The Clerk had contacted the Enforcement Officer several times.
Todate no reply has been received.
9.3 Bridleway â€“ Weobley Ash to Broadfield Cottage, Stansbatch
Cllr Davies informed the Councillors that the issue had been resolved.
9.4 Salt Bin â€“ a parishioner had sent an email asking if the Parish Council would
consider placing a salt bin at the end of Forge Lane, Titley. The cost of the salt
bin from Balfour Beatty would be Â£366 plus VAT. The cost of the salt bin was
discussed and It was agreed for the Clerk to contact Lara Edwards,
Locality Steward, asking for the spec of a salt bin and if a container
approximately 200 litres, was put there by the Parish Council, would Balfour
Beatty fill it with salt.
