Minutes – Tuesday 12th January 2016 at Titley Village Hall

3. Approval Of Minutes from the meeting held on Tuesday 3rd November 2015
The minutes were approved and signed.

4. Public Session

4.1 Ward Cllr R Phillips sent his apologies via an email which was read out. His
January 2016 update was discussed and the following points noted:
• Ward Cllr Phillips was having a meeting with the Cabinet Member for highways, to discuss the issues of next years capital programme, including the part payment of highway improvements.
• Parish Councillors were asked to contact Cllr Ward Phillips direct by February, to request any capital works for 2016/17
• Ward Cllr Phillips had arranged a meeting regarding traffic issues and verge damage on the roads in the ward, with the large operators (Quarry, Kingspan and the main agricultural operators).
• It was noted that Ward Cllr Phillips had requested Lara Edwards, Locality Steward, Balfour Beatty, to inspect the Stansbatch to Kingspan highway
4.2 There were no members of the public present.

5. Planning Matters
The following planning applications were discussed and noted.

5.1 To Note: 152468 – Land at Balance Farm, Titley – Proposed site for erection of five 4 bedroom dwellings – Withdrawn
5.2 To Note: Rhiwlas Barns, Titley – Planning permission to convert barns – Approved
2/9/2008 – Access improved as per planning approval
5.3 To Note: 152562 – Titley Court, Titley – Proposed conversion of and alterations to a group of period barns to create five residential dwellings, granted planning permission ref: 141705 – Approved
5.4 152523: The Orles, Roddhurst, Presteigne – proposed two storey extension to rear and side of existing dwelling – Valid
5.5 To Note: 152857 – Ashley Farm, Stansbatch – replacement conservatory –
5.6 To Note: 152858 – Ashley Farm, Stansbatch – Listed buildings consent –
5.7 To Note: 152674 – Flintsham Court, Titley – Proposed realignment of existing
farm buildings, to include partial demolition and reconstruction of existing
buildings – Approved
5.8 153023- Stocklow Manor, Staunton On Arrow – Proposed erection of 6 bay
agricultural livestock building to replace existing barn and store – Valid
5.9 To Note: 153622 – Folly Farm, Nash, Presteigne – Proposed conversion of and alterations to two agricultural buildings to create one residential dwelling – This application is prior approval determination for a change of use (agricultural to residential ) and as such the new legislation does not require you to respond to this communication.
5.10 Neighbourhood Plan For Titley & District Group Parish Council
A discussion took place and it was Agreed to make a decision once further
Information and updates had been received from Herefordshire Council.

6. Finance

6.1 Clerks Financial Statement.
The balance of the current account stands at £7,791.54 as at 31st December 2015.
The Clerk passed around an expenditure and budget sheet to the Councillors which
was approved
6.2 The following payments (excluding VAT) were AGREED and income NOTED:

• To Note: HALC – in house training for Councillors – paid 25/11/15 under Clerk’s delegated powers £166.20 (ex VAT) chq no 100831
• Data Protection Registration (Application No: ICO:00042556783) £35 chq no:100833
• Hire of Staunton On Arrow Village Hall on 2/11/15 £12.000 chq no: 100834
• Clerks salary for November and December as previously agreed by Parish Council
• HMRC quarter payment – Oct 15 – Dec 15 £82.80 chq no: 100836

7. Lengthsman

7.1 Lengthsman’s invoice – the following invoices were AGREED and NOTED

  • To Note: Lengthsman’s invoice T15.08 – November – £376 paid 27/11/15
    c/n 100832 (paid under Clerk’s delegated powers)
  • Lengthsman’s invoice 15.09 (December) £360 requested and approved for payment c/n 100837
  • To Note: Clerk applied for the refund of 2nd quarter July – Sept 2015 of Lengthman’s costs from Herefordshire Council (£1,264)

To Note: Clerk applied for the refund of 3rd quarter Oct – Dec 2015 of Lengthman’s costs from Herefordshire Council (£972)

7.2 Matters Arising – Lengthsman
The following points were discussed and reported to Lengthsman for further action required:

  • The Mill, Stansbatch – The Clerk received an email from Ward Cllr Phillips regarding flooding issues on the road near The Mill, Stansbatch. The email was forwarded to the Lengthsman, who was aware of the on going problem and had frequently visited. The owner of The Mill had also reported it to Herefordshire Council. Clerk to forward email to Lara Edwards, Locality Steward, Balfour Beatty for further action.
  • Cllr H Jones reported water running down Green Lane onto the B4355 at Rhoddhurst. Clerk report to Lengthsman
  • Cllr Edwards reported water lying across the road on the bend near Yew Tree Cottage, Stansbatch. Clerk report to Lengthsman
  • The Lengthsman had emailed the Clerk, explaining that he was having trouble with his back and that he hoped to be back working as soon as
    possible. The email was read out to the Councillors and noted.

8. Highways

8.1 Cllr Mitchell reported that there was a continuous running of water down the
road between Parkgate Farm and Titley Mill flooding the road in places, therefore
creating potholes and wearing away the road surface. The road is in Lyonshall
Clerk to contact Lyonshall Parish Council.
8.2 To Note: A discussion took place regarding the entrance/exit at Titley Court
House onto the B4355. Titley Court House has been sold and the farm entrance
has been sealed off to the new owners. Therefore they can only use the main
entrance/exit onto the B4355, which has very limited views especially exiting and
turning right, making it extremely dangerous.
8.3 To Note: A printout from the SID at Titley, recording the speed of the traffic, was
passed around the Councillors and noted.
8.4 Consultation – Draft Herefordshire Local Transport Plan
The Clerk had received an email informing the Councillors that the consultation
for the draft transport plan was extended to 29th January 2016.
Clerk to circulate email to all Councillors.

9. Parish Reports And Issues

9.1 Update on the unauthorised caravan and rubbish on land near Titley Pool,
Cllr Sankey to visit site again and report to Clerk.
9.2 Website Wonder / Grant
Todate no grant had been received.

10. Correspondence

10.1 The correspondence from the information sheet was noted.
10.2 The Clerk read out an email received from Heartstart, regarding funding
available until end March 2016, for Defibrillators and cabinets for village
Clerk to forward email to Staunton On Arrow Village Hall Secretary and Titley
Village Hall Secretary.

11. Date and place of next meeting – Tuesday 1st March 2016 at 7.30pm at
Staunton On Arrow Village Hall.
